The tension starts with a threat, not a glance. Two people who should not trust each other are forced close, and every clash becomes a question: is this hatred, or something sharper?
What readers expect. Readers want the turning point to cost something. The switch from 'I want to defeat you' to 'I want to know you' only lands when both characters have to choose it in spite of their history.
